Harrisburg Incinerator Debt Lawsuit Proceeds but Gov. Tom Wolf is Removed

A Pennsylvania Commonwealth Court panel refused to strike down a lawsuit over Harrisburg's $360 million incinerator debt last week. The lawsuit has forced Harrisburg into state receivership. However, the court did remove several of the plaintiffs, including Gov. Tom Wolf, the state and the Department of Community and Economic Development.

The Harrisburg Authority, the operator of the incinerator in question, is battling claims that financial, legal, and engineering advisors misled city officials resulting in funding of a project that had no hope of paying that money back. The city claims they were told that the incinerator would generate enough income to cover costs. The debt caused by the incinerator ultimately almost forced Harrisburg into bankruptcy.
