Investigators claim that organized crime is behind the illegal disposal of construction debris and contaminated soil from New York City into various sites in New Jersey. The criminals acting as what investigators called rogue "dirt brokers" have therefore been able to hire truckers to haul contaminated soil and construction debris to unauthorized locations in New Jersey, including a few notable sites in South Jersey.
