Pennsylvania Governor Ed Rendell has signed a new bill that requires manufacturers of computers and televisions to establish conduct and manage recycling programs for electronics sold in the state. Under the law, the Covered Device Recycling Act (H.B. 708), retailers must notify customers about how to recycle electronics devices and disclose the locations for their collection. The bill also bans dumping such devices (e-waste) in the state's landfills. The law is similar to those in 22 other states that also utilize "producer responsibility" or "take-back" provisions in regulating e-waste.
