The Connecticut state attorney general is urging the regional trash authority, the Connecticut Resources Recovery Authority, to use a mediator and resume talks to settle a multimillion-dollar lawsuit by 70 communities. The communities claim CRRA wrongly raised tipping fees 35 percent and withheld millions in surplus funds since losing $220 million in a 2001 unsecured loan to Enron.
