EPA Issues Rules To Limit Mercury Emissions

The federal EPA has issued the first rules to limit toxic mercury emissions from coal-fired utilities by allowing plants to swap pollution rights. Critics have contended the program is an industry giveaway that is likely to be challenged in court. The program hopes to cut mercury emissions by 70 percent by 2018 through a cap-and-trade system. The EPA issued the rules as a result of a court settlement with the Natural Resources Defense Council, which sued the EPA 13 years ago.
