The Georgia Environmental Protection Division will appeal an administrative law judge's order requiring it to reconsider a landfill permit request in Taliaferro County. The judge overturned the EPD's denial of a permit by Complex Environmental Inc., saying that EPD Director Carol Couch "exceeded her legal authority." The judge did not approve the permit, only remanded it to the EPD.
