Ohio Solid Waste District Reworks Funding Plans

A new plan for the Columbiana-Carroll-Harrison (Ohio) Solid Waste Management District (www.RecyclingMakesSense.org) will make landfills the source of district funding rather than haulers. The responsibility for paying the fees used to fund the waste district would switch from the haulers to the landfills. The district charges $2.50 a ton to fund its activities. But in recent years, the amount of money generated by the fee has remained level at roughly $275,000 per year. An attempt to raise the fee was shot down, so the district is seeking alternative means to increase funding.
