In 2003, the city of San Diego hired Sukut Construction to excavate land at Miramar Landfill and install almost 2 million square feet of liner. But in May, a local San Diego television network reported that city workers and equipment were used to install the liner. The city has begun an investigation into the incident, which workers have maintained was advocated by high-level city officials.
