A Tontitown, Ark. landfill could host much of Northwest Arkansas' sludge. The Northwest Arkansas Conservation Authority is applying for a grant from the Arkansas Department of Environmental Quality to design a lime-stabilization plant for treated biosolids and sludge produced at local wastewater treatment plants. Another entity would have to pay to build and operate the plant; the authority could consider using revenue bonds to build the plant.
