EC Begins Inquiry Into German Recycling Operations

The European Commission has begun a legal inquiry into Germany's controversial can-recycling system. The Commission has expressed concern that Germany's system of deposit requirements on non-reusable packages, such as beverage cans, is too complex and discriminatory against foreign importers. "The Commission is concerned that the way in which the systems function may constitute a disproportionate barrier to the free movement of packaged beverages from other Member States, in violation of the Treaty's Internal Market rules," the Commission said in a statement.
