The Bush administration this week will announce revisions to clean air rules which will make it easier for power plants and refineries to repair and upgrade facilities. But environmental groups have said they believe the change will lead to more air pollution. EPA Acting Administrator Marianne Horinko said the new rule "could result in more efficient operations of such facilities and, in the case of power plants, safer, more reliable operations with greater (power supply) availability."
